Stringent environmental protection regulations have deterred many chemical enterprises from expanding into China, particularly in the heavily polluted eastern coastal cities like Shanghai and Hangzhou. One of the many companies that have opted to establish operations in the countryside is Tongxiang Henglida Pesticide, which invested $35 million starting in 2008 in a factory 100 kilometers west of Shanghai, in the city of Tongxiang.

Henglida is typical of the chemical companies that have chosen to set up shop in the Zhejiang countryside, says Wang Zhenyu, deputy director of the Zhejiang provincial environmental protection bureau.

“Henglida is one of the biggest producers in its field, and it’s very profitable,” says Wang. “So they can afford to invest the money to meet the environmental standards.”

Henglida’s factory is located in the Tongxiang Chemical Industrial Park, which is home to 26 companies that produce a range of chemicals, including pesticides, fertilizers, and pharmaceuticals. The park has its own wastewater treatment plant, and all of the companies operating there share the costs of environmental protection, which makes it more affordable for each individual company to meet the environmental regulations.

“The park has helped us a lot,” says Henglida’s environmental manager, Gao Song. “We don’t have to worry about the costs of wastewater treatment, and we can focus on our production.”

Henglida’s factory is a model for the kind of environmentally friendly chemical production that Wang says China needs more of. The factory is equipped with a range of pollution control devices, including scrubbers to remove harmful chemicals from the air and filters to clean the wastewater. The factory also uses solar panels to generate some of its own electricity, and it recycles waste materials whenever possible.

“We have to show that it’s possible to make a profit while still protecting the environment,” says Gao. “If we don’t do that, then other companies won’t follow our lead.”

Wang says that the Zhejiang provincial government is encouraging chemical companies to invest in more environmentally friendly technologies. The government is offering subsidies for companies that install pollution control devices, and it is also working to develop new environmental regulations that will make it more difficult for companies to operate in an environmentally damaging way.

“We want to create a level playing field for all chemical companies,” says Wang. “We want to make sure that the companies that are polluting the environment are penalized, and that the companies that are investing in environmental protection are rewarded.”
